Deep down, most of us probably know that the Central Intelligence Agency can't be nearly as cool as our popular media would have us believe.

You seem to confuse two distinct objections to the CIA’s Directorate of Operations: 1)that they do bad things, and 2)that they don’t do those bad things well enough (unlike MI6, the KGB, or Mossad).  Or do you propose a clandestine service that isn’t founded on extra-legal activities such as theft, bribery, blackmail, conspiracy, and murder?  (That’s called the Foreign Service or Diplomatic Corps) Good luck.
